It's states, not the Constitution who decides who gets voting rights (aside from specific amendments). Until the 19th century many states allowed non-citizens to vote.…

If they have permanently moved abroad, no. If you think they do, why not let anyone vote in American elections? I don't think the seal on your passport should decide what you have the largest…

I was thinking that residence would provide a sufficient justification, but not be the sole justification.

So, Americans living abroad don't have a material interest in US elections? I don't follow the logic there at all.
